Custom Order Roadmap

Independent from dates added or number of upvotes, as a product owner, I want to put tickets on the roadmap in the order in which we plan to implement them – that's what 'roadmap' means, right?

I would have thought that I can just drag and drop them in any order I like - at least when they are in status "planned".

Also, in detail view, there is a "move" icon. When I click it it gets me in some sort of edit mode that I do not understand an that does not let me 'move' anything.
