Credits per user - Limit upvotes

To limit the number of suggestions and upvotes someone can make, especially in a private area, limit the "credits" each user gets to - say - 10. They get their votes credited back when an suggestion is completed or denied. This will ensure the suggestions are meaningful and don't overwhelm the site owner with trivial requests.

I like this feature request, maybe there is also an option possible that every user gets e. g. 2 votes per month...
It would be also helpful if an admin could give more votes to one user (I know this from another software, if you find a bug you get a vote for the feature voting system as a reward)
